Construction Funded Projects
Eight projects have been funded in the construction sector under the HEFCE
funded phase of the HLSP; one project has been funded to-date under the NWDA
funded phase of the HLSP. Full details of all of these projects are below.
Liverpool John Moores University – Foundation Degree, BEng & BSc (Hons)
Building Services
This project developed two new progression routes from an existing Foundation
Degree (FD) in Building Services Engineering, which was originally offered in
collaboration with Liverpool Community College. The two new progression routes
are a BEng (Hons) Building Services Engineering and a BSc (Hons) Building
Services Project Management. The project also reviewed the curriculum of the
existing FD to broaden its scope to include developing environmental
technologies, and in light of revised National Occupational Standards,
established by employers in the sector. The Foundation Degree is now available
through Stockport College and Liverpool Community College, and has been
developed to meet the
national Building Services Foundation Degree Framework,
led by SummitSkills and fdf. The Chartered Institute of Building Services
Engineers has recently accredited the suite of Building Services courses now
available through the University.

Liverpool John Moores University – Foundation Degree Construction &
Surveying
This project has developed a foundation degree in Construction and Surveying
aimed specifically at employees of construction and property organisations.
Accredited prior experiential learning is encouraged as the main method of
entry onto the programme, therefore developing opportunities for employees
without formalised academic qualifications to progress onto HE programmes. The
project extends the opportunities for progression onto Higher Education by
offering the existing Foundation degree as a collaborative programme to two
local Further Education Colleges, Wirral Metropolitan College and Warrington
Collegiate. This course has now been developed and validated for delivery from
September 2009.

Open University – Short Courses for the Construction industry
This project has developed two short courses for the construction industry. The
courses are designed tol enable construction sector employees to update and
improve their management of construction projects in a changing context by
undertaking one or both courses. The modules have been developed in conjunction
with construction employers, and are delivered online on a ‘roll-on, roll-off’
basis. The first course is entitled ‘Effective Collaboration in Construction’
and examines the need to integrate and collaborate effectively across firm and
professional boundaries. The second short course, ‘Practical Leadership in
Construction’, is targeted at those seeking to update and improve their
leadership of construction projects in a changing social, technological,
economic, environmental and political context.

University of Salford - MSc/PgDip Construction Management
This project developed a new employer-led Masters level programme that
provides the educational component of an NVQ Level 5, which in turn supports
the attainment of a managerial/professional Construction Skills Certification
Scheme (CSCS) card. CSCS is the largest competency card scheme in the
construction industry, and is obtained through demonstrating on the job
competence, through an NVQ or related workplace qualification. The construction
industry has set a target of achieving a fully qualified workforce by 2010, and
competency cards such as CSCS enable workers to demonstrate that they can do
their job, and that they can do it safely.
The new programme at Salford University has been developed through specific
employer demand identified through the National Skills Academy for
Construction, and has involved extensive collaboration with employer partners
throughout the design, implementation and evaluation of the project.
The programme is available on a part-time, online or full-tome basis, in order
to meet employers’ demands in a flexible way. An overview of the programme

University of Salford – CPD modules and MSc Advanced Construction Manufacturing
(Construction Site Training Simulator)
This project has developed and improved the learning capacity of an advanced
Virtual Reality simulator, which has been specifically developed for learning
related to Off-Site Construction Manufacturing. The simulator uses real-life
scenarios, produced in conjunction with industry, and also utilizes an
intelligent tracking system, thereby ensuring all training will be individually
tailored to each learner who accesses the simulator. The Virtual Reality
Simulator is being used to enhance the development of a series of CPD modules
focused on Off-Site Manufacturing, and is also being used to further enhance a
new MSc. Advanced Construction Open Manufacturing. Both the CPD modules and MSc
are scheduled for delivery to commence in September 2009.

South Cheshire College – Foundation Degree Construction
This project has delivered a Foundation Degree in Construction, available at the
college from September 2008, and validated by the University of Wolverhampton.
The development has included the implementation of a fully accessible Virtual
Learning Environment (VLE), enabling all students to access relevant learning
materials remotely and in their own time. The programme development has been
informed by ongoing employer engagement, and in particular through the
College’s PACT (Partnerships and Construction Training) Forum, which comprises
a number of significant local employers. The Foundation Degree offers several
articulated progression routes onto HE level 3 programmes at Wolverhampton
University, including: Construction Management, Commercial Management and
Quantity Surveying, Building Surveying, Property Asset Management and Real
Estate Management.

University of Central Lancashire – Foundation Degree in Building Services &
Sustainable Engineering
This project has develop a Foundation Degree (Fd) in Building Services &
Sustainable Engineering. The programme aims to offer flexible and accessible
progression routes to higher education in order to address the Management &
Leadership skills needs of the Building Services Sector, particularly the skill
gap between craft and first line supervisory levels and middle management. The
project has been informed by the developments and evolving National
Occupational standards in Emerging and Environmental Technologies, and will
provide a pathway to higher education for individuals employed in craft and
technician occupations who do not currently possess current academic recognised
credit. The FD is also designed to act as a bridge to higher level
qualifications such as a BEng (Hons) degree in Building Services &
Sustainable Engineering, which in turn provides students with the academic
requirements for membership of the industry’s professional body, the Chartered
Institution of Building Services Engineers (CIBSE). This Foundation Degree has
been developed to meet the
national Building Services Foundation Degree Framework,
led by SummitSkills and fdf.
The Foundation Degree has been validated for delivery by Burnley College,
Tameside College and Wigan & Leigh College. Further information on the

Wigan & Leigh College – HNC Construction
This project has re-developed the Colleges’ existing part-time HNC in
Construction. Previously, part-time attendance for this provision consisted of
evening only attendance, over a three year period. Employers sponsoring
students on this course expressed a need for the duration of the course to be
shortened and for students to learn in a more flexible way, particularly given
the fact that many travel a significant distance to attend college. This
project, therefore, developed several modules on this course so they can be
accessed online in a Virtual Learning Environment (VLE). This has meant that by
accessing the VLE, students can complete the course in two years. This project
has also meant that students undertaking the College’s HNC in Civil Engineering
are also able to access modules online, due to the fact that both HNCs share
several common modules.

Liverpool John Moores University - Development of a suite of validated CPD
modules that will lead to a PGCert/PGDiploma or MSc Sustainability in Built
Environment
This project aims to develop an innovative flexible Masters programme of study
in the area of Sustainability in the Built Environment. The programme will be
designed to allow learners to undertake the modules as CPD and will lead to
individual awards of PGCert, PGDiploma and Masters. The project will use a
virtual learning environment, an industrial collaborative approach and
work-based learning to capture innovation in sustainability practice and
techniques occurring in the workplace. Development of this programme commenced
in September 2009, delivery of the first modules is planned for Spring 2010.
