Regional Action Plan 2004 - 2008
The Regional Action Plan (RAP) has been developed by the Northwest Regional
Development Agency (NWDA) and the North West Universities Association in
conjunction with Manchester Enterprises, and builds on the two current
successful Objective 2 regional Action Plans.
It addresses the Regional Economic Strategy (RES), which will drive regional
level Objective 2 ERDF activity for the remainder of the programme period, and
the Objective 2 programme’s regional needs as identified in the Mid Term
Evaluation. The overall objectives of the RAP are to invest in proposals which
give the highest economic impact, which lead to a step change in economic
growth in SMEs and start-ups, and which harness the knowledge base of the
region.
The RAP will be delivered by NWDA as Accountable body, and by two Action Plan
Management Teams, namely NWUA and Manchester Enterprises (ME) The Action Plan
Management Teams (APMTs) will carry out certain management and administrative
tasks in close working with the NWDA as the accountable body.
Activities and projects to be supported under the RAP must be of regional
significance, and focus on further development of the Priority sectors/clusters
as identified within the RES and further elaborated and targeted in the
attached Gap Analysis matrix, knowledge transfer between HEIs, large firms and
the SME community as well as measures to underpin general competitiveness in
the region’s growth SMEs.

NW Knowledge Based Action Plan 2000-2008
The Knowledge Based Thematic Action Plan is administered
by North West Universities Association on behalf of the NW Objective 2 Area HE
Partnership. The NW Objective 2 Area HE Partnership includes the following
seven NW Objective Two area HEI’s:
The University of Manchester
The University of Salford
Manchester Metropolitan University
University of Central Lancashire
Lancaster University
University of Bolton
St Martins College
The Partnership is supported by the North West Development Agency, the NW
Regional Assembly, the SBS (local and regional), as well as Manchester City
Council who each have Board representation.
The Knowledge-Based Action Plan addresses the Government agenda of engaging HE
with businesses and the community. It continues the theme of Knowledge Transfer
that has already commenced through the "Third Leg Funding". This Action Plan
embraces the significant step forward & re-organisation by HE institutions
to reach out and support the economic regeneration of the Region. This Action
Plan clearly shows that HE is fully engaged and ready to deliver significant
outputs throughout the whole O2 region. The Action Plan partners have come
together in a way that is unprecedented and have put together a multi- priority
Action Plan that covers measures 1.1,1.4 and 1.5 under Priority 1, and 3.1
under Priority
